A Presidential Decree Exempts Gaza Citizens from Service Tax Fees

 

A presidential decree exempts Gaza citizens entirely from service tax fees, by ministries and institutions of the National Authority, value-added taxes on local activities and income taxes on individuals and companies. This is due to the difficult conditions experienced by citizens in the Gaza Strip.

 

The Decree of 2007 on exempting citizens in the southern provinces of taxes and fees was stated by Chairman of the Executive Committee of the Palestinian Liberation Organization, President of the Palestinian National Authority, the supreme commander of the Palestinian forces President Mahmoud Abbas.

 

Having examined the provisions of Title VII of the Basic Law amended in 2003, as amended, at the Presidential Decree on 6/14/2007 declaring a state of emergency, given the difficult humanitarian conditions experienced by our children in the southern provinces and ease the burden of the harsh conditions present to them, and on the placement of the Council of Ministers, At the powers conferred upon us, and in the national supreme interest ,we have  charted the following: 

 Article (1)

 

To suspend rule (88) of the Basic Law amended in 2003, as amended, in the southern provinces.

 

 Article (2)

 

 Exempts all citizens in the southern provinces the full forgiveness of all fees for services provided by other ministries and institutions in the Palestinian National Authority, as of that date, including services provided for the first time.

 Article (3)

 

 Exempts all tax payers in the southern provinces total exemption from VAT on local activities and the income tax on the income of companies and individuals. 

 Article (4)

 

This exemption excludes the import of goods from abroad and the purchases and sales under the bills off.

Article (5)

 

 Those in charge are responsible in declaring customs data and bill clearing for the Customs and Excise Service for the clearing system.

Article (6)

 

Those in charge are responsible for the maintenance and management of accounting in accordance with the laws and regulations in force.

Article (7)

 

 Excludes income tax cuts to public sector employees, and deducted in accordance with the rules in force.

 

Article (8)

 

Excluded are all inconsistent with the provisions of this decree.

 

 Article (9)

 

 Of all competent authorities, as appropriate, to implementing the provisions of this Decree, and works by the date of its publication published in the Official Gazette. Issued in the city of Ramallah on 06-26-2007.
